The Ultimate food battle: Cops vs robbers

This is the battle of cops and robbers. There has been an economy problem in this town with having no ammo to fire weapons. So there only choice was to use food! This is my first contest I've done, hope you like it!  This would be a huge mess to clean up. The city workers won't be happy about this.
